TO SEND VLF RF CW directly, and send in i/q stereo you need a CW KEYER like Recri Keyer https://github.com/recri/keyer

LYSDR is a simple lightweight sound card SDR that demodulates the VLF RF CW signals and converts to them down to AUDIO CW https://github.com/gordonjcp/lysdr

NOTE: operating in STEREO I / Q mode... allows 8 signals 4 below the ZERO and 4 ABOVE zero
